Navigating SDA for participants & tenants

Applying for Specialist Disability Accommodation (SDA) funding, and finding and moving into a new home can be a daunting task. That’s why we’re here to help you through the process! Take a look at our frequently asked questions below to get a better understanding of how it all works and if you still are a bit unsure, we’d be happy to answer any further questions you might have. 

Understanding SDA & NDIS funding

The National Disability Insurance Scheme (NDIS) is a way for the government to provide support to Australians with disability, their families, and carers.

The NDIS will provide Australians under the age of 65 who have a permanent and significant disability with the reasonable and necessary supports they need to live an ordinary life.

Specialist Disability Accommodation (SDA) is one of the supports that may be funded under the NDIS.

SDA describes a home that is designed to include specialist features for people with very high needs, to assist the delivery of supports, and to enhance independence.

Each SDA property must be enrolled with the National Disability Insurance Agency (NDIA), and all SDA providers must be registered with the NDIA.

Participants eligible for SDA are funded for SDA in their NDIS plan to cover the cost of the build and maintenance of their chosen SDA home. SDA funding is paid directly to the registered SDA provider.

SDA funding is for the dwelling only – it does not cover support costs (such as Supported Independent Living), which are assessed and funded separately under the NDIS.

NDIS participants who are eligible for SDA, and have SDA funded in their NDIS plan, can apply for an SDA property from the available supply of SDA properties in the market.

Understanding supports

You will have full choice and control to select your planned, or rostered supports. We understand the importance of having your own supports to provide you with assistance for your everyday needs and activities, including personal care.

Liverty Housing’s model includes access to a shared on-site provider based in an apartment in the same building.

The on-site support provider is available 24/7 and will be funded through your core supports budget in your NDIS plan. A single disability service provider will be selected by the tenants sharing this support.

The shared on-site support is available to provide tenants with 24/7 access to supports. This increases tenant safety and security are enhanced with access to on-site shared support provider for unplanned and emergency support.

Assistive technology allows tenants to call for this support, as and when needed, which affords them independence and privacy as they don’t require supports to be present in their home all the time. The apartments have been fitted with a communication system to allow tenants to call for supports in an emergency, or for ad hoc supports.

You may utilise the shared on-site support for unplanned or irregular needs. For example, an additional person to assist with transfers, turning to prevent pressure areas, access to overnight supports, evacuation assistance, assistance with technology or even simply to retrieve dropped items from the floor.

You might also utilise the shared on-site support for scheduled supports that are reasonable for a shared support to deliver. For example, repositioning support every night at a set time to prevent pressure sores.

Liverty Housing will tender the on-site concierge support to reputable service providers and develop shortlist. The tenants will then review the shortlist and select the concierge provider by consensus.

Understanding the tenancy process

Liverty Housing is a registered NDIS Service Provider of Specialist Disability Accommodation (SDA Provider).

Liverty Housing has purchased the apartments from the property developer. We design the apartments to include specialist design features to be capable of enrolment as SDA under the NDIS.

The apartments are available for rent by SDA eligible participants. If you meet the following requirements, please contact us to apply for an apartment:

• You are an NDIS participant (or likely to be eligible for NDIS funding)

• You are aged between 18-64 years old

• You need at least 6 hours of support a day from another person (paid or informal supports)

• You require specialist design features in your own home

• You can spend time alone but need support to be available when called.

Your rent is capped at 25% of the basic Disability Support Pension plus 100% of Commonwealth Rental Assistance (or equivalent).

This is also known as the Reasonable Rental Contribution (RRC).

Rent is paid fortnightly in advance, with bond paid equal to 4 weeks of RRC.

Rent can be paid electronically and terms can be negotiated with your Property and Tenancy Manager.

You will also be required to pay for all utilities (electricity, gas, water and internet) and groceries, medication and other household supplies.

The property is not furnished and you can furnish this to your preferences.

Liverty Housing will pay for building insurance. You should take out contents insurance to cover the loss or damage of your personal possessions.

Provided that you can demonstrate that you can adequately care for your pet, Liverty Housing will accept pet applications. Pets must comply with body corporate by-laws and be approved by the body corporate.

No. All Summer Housing apartments are smoke free. If you smoke, you must smoke outside and be considerate of neighbours.

Yes. All living areas and bedrooms have sprinklers.

All Liverty Housing apartments are fire rated with doors connected to an electric strike system that will automatically unlock the door when in an alarm state. This allows assisted evacuation.

You will also have 24/7 shared on-site support to assist with your evacuation.
